This section provides the process for electronic submission of proposals for assistance instruments that may be submitted in addition to BAA Section IV Paragraph 3.a.vii.

The Air Force Research Laboratories and 711th Human Performance Wing are soliciting white papers (and later technical and cost proposals) on the following research effort.

This program deals with science and technology development, experimentation, and demonstration in the areas of improving and personalizing individual, team, and larger group instructional training methods for airmen. The approaches relate to competency definition and requirements analysis, training and rehearsal strategies, and models and environments that support learning and proficiency achievement and sustainment during non-practice of under novel contexts. This effort focuses on measuring, diagnosing, and modeling airman expertise and performance, rapid development of models of airman cognition and specifying and validating, both empirically and practically, new classes of synthetic, computer-generated agents and teammates.

The purpose of the event is to provide an overview of the new open-ended BAA for the Methods and Technologies for Personalized Learning, Modeling and Assessment Program.

The scope is science and technology development, experimentation, and demonstration in the areas of improving and personalizing individual, team, and larger instructional training methods to include the following:


- Competency definition and requirements analysis
- Measuring, diagnosing, and modeling human expertise and performance
- Rapid development of models of human cognition
- Specifying and validating, both empirically and practically, new classes of synthetic, computer-generated agents and teammates
- Training and rehearsal strategies and models
- Environments that support learning and proficiency achievement and sustainment during non-practice or under novel contexts


This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. AFRL will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
Industry Day is a no-fee event and participation is limited to 2 company representatives (that may change based on the number of responses). Companies are required to pre-register - no foreign nationals will be allowed to attend. A Certified DD Form 2345, Militarily Critical Technical Data Agreement, shall be submitted with the request to attend the tour. The Registration Form (please see attachment) shall be sent to Julia Jaggers at Julia.Jaggers@us.af.mil. One completed registration form per company is to be submitted by Midnight EST October 31, 2014 using the subject line "INDUSTRY DAY REGISTRATION". An e-mail confirmation will be sent upon receipt.
