About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is issuing a Request for Information (RFI) for meteorological and weather forecasting software anticipated for a Total Small Business set-aside, with RFI responses due by October 2, 2027.
The procurement requires specialized radar data display and analysis software to support 158 WSR-88D Doppler Weather Radars operated under the Tri-Agency NEXRAD Program, archived WSR-88D data, and Air Force AN/TMS-2 Portable Doppler Radar. The software must display and interrogate NEXRAD Level 3 and Level 2 data with real-time volume rendering and 3D visualization; ingest real-time data feeds via Air Force NEXRAD Local Data Manager (LDM)/Unidata LDM protocol; directly display and calibrate AN/TMS-2 tactical radar data; and support local loading and chronological playback of archived data offline. Full compatibility with Air Force Standard Desktop Configuration (SDC) and Army Gold Disc (AGD) operating environments running as standard user without administrative privileges is required. Secure data transmission must use SFTP, HTTPS, and SSH protocols with FIPS 140-2/3 validated cryptographic modules in compliance with DISA Application Security STIGs. The software must be approved for use on the Air Force Network (AFNET) with Authority to Operate capability.
The Government seeks 670 total perpetual, transferable licenses: 80 full perpetual licenses and 590 upgrade licenses for existing software versions. Vendors must deliver all products electronically within 30 days of order, including software binaries, license keys, technical documentation, cybersecurity documentation, Software Bill of Materials, and STIG compliance information. The initial purchase price includes ongoing support and all minor upgrades, patches, and bug fixes for the life of the major version. The Government will conduct acceptance testing within 30 days of delivery.
