About this opportunity

The Internal Revenue Service has published a Special Notice announcing its intent to award a sole source contract to Mergent, Inc. for renewal of the Mergent Online Global Database Enterprise License subscription. This is not a solicitation but rather a formal notification that the IRS plans to proceed with a non-competitive award under FAR subpart 13.5. The contract will provide access to U.S. and international company data through Mergent's proprietary global financial database. The anticipated contract structure includes a twelve-month base period beginning September 30, 2025, with four additional option periods. The acquisition falls under NAICS code 519290 for Web Search Portals and All Other Information Services with a size standard of 1,000 employees.

The IRS requires this database subscription to support its annual data collection and analysis of corporate income tax returns, enabling comparative research across corporations and industries. The agency specifically needs access to standardized financial statements and corporate hierarchies that are unique to Mergent's database and not available from competitors, including proprietary domestic and international Excel spreadsheet outputs. While this is not a competitive solicitation, interested parties may submit inquiries or responses via email to Tonitta.L.Jones@irs.gov by 12:00 PM Eastern on September 10, 2025. The notice does not establish eligibility criteria for contractors since this is a sole source award, but any responses must include specific information requirements that were partially cut off in the provided text. Without access to Mergent's specialized database capabilities, the IRS would be unable to conduct the comprehensive comparative research necessary for its corporate tax analysis mission.

Notice text

Notice of Intent: Sole Source Award

**THIS IS NOT A SOLICITATION**

The Internal Revenue Service (IRS) intends to award a sole source acquisition in accordance with FAR subpart 13.5 to Mergent, Inc. for the renewal of mission critical annual subscriptions to the Mergent Online Global Database Enterprise License of U.S. and International company data. The anticipated start date is 30 September 2025.

A twelve (12) month base period of performance with four option periods is contemplated for this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 519290, Web Search Portals and All Other Information Services with a business size of 1,000 employees and the Product Service Code (PSC) is DA10 – IT and Telecom – Business Application/Application Development Software as a Service.

The IRS collects annual data on the operations and effects of the tax laws as they relate to Corporations Income Tax Returns study. As part of this data collection, it is necessary to research data which may not have been reported on the tax return or were reported incorrectly. The subscription includes a proprietary global financial database with standardized financial statements and corporate hierarchies not replicated by other providers. In addition, the Domestic and International Excel spreadsheets are proprietary outputs of Mergent’s database and are not available from competitors. Without access to standardize financial statements and structural data on private and public companies available through Mergent’s database, the IRS would not be able to conduct comparative research across corporations and industries.

No solicitation package will be issued. This notice of intent to award a sole source is not a request for competitive quotes; however, all inquiries and submittals must be sent via email to Tonitta.L.Jones@irs.gov no later than 12:00PM (eastern) on 10 September 2025.

  1. The name of your company
  2. Company EIN and CAGE Code
  3. Point of Contact(s) information
  4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and,
  5. A description of that product(s) and it overall capabilities.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any cost associated with preparation and submission of data or any cost incurred in response to this announcement.
