The United States Agency for International Development (USAID) is seeking proposals to provide technical and administrative support for two international collaborative research programs, the Middle East Regional Cooperation (MERC) Program, and the U.S.-Israel Cooperative Development Research (CDR) Program for the Middle East Bureau. USAID anticipates awarding a Firm Fixed Price (FFP) contract for one (1) base year and four (4) one-year option years, and will be a small business set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 541990. The current incumbent is CUBRC, Inc. The estimated ceiling of this award is between $1,800,000 and $2,000,000.
Please refer to Section L for information regarding proposal requirements. Offerors must take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible to ensure that proposals are received at USAID by the due date and time as specified in Section L. Failure to comply with the submission date will deem any submission unacceptable and it will not be reviewed or evaluated. Faxed proposals are not acceptable, nor will they be reviewed or evaluated.
Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for submission of questions, proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the contract will not be binding.
Offerors must submit any comments or questions concerning this RFP, no later than 12:00pm EST, March 2, 2015. All questions related to the RFP must be submitted to Ms. Alicia Henderson at alhenderson@usaid.gov. Please write in the Subject Line: “RFP No. SOL-OAA-15-000037, Questions”, when submitting questions to the point of contact. Unless otherwise notified, by an amendment to the RFP, no questions will be accepted after this date and time.
This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals.
