The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the Fund for Public Health in New York, Inc., 22 Cortlandt St Rm 802, New York, NY, 10007-3160 for a publically available database that includes nutrition information, including sodium from leading restaurants (by sales) in the United States with the most currently available data (through 2017) and improved functionality for consumers and researchers.
The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services. The period of performance for this procurement is 36 months.
The MenuStat data system offers publically available time stamped nutrition information on a yearly basis, comparable to the data available on the Nutrition Facts Panel, for leading (based on sales volume) chain restaurants in the United States. These data are compiled and made publically available to allow public health, researchers, media etc. availability to download these data in formats readily used for analysis. The MenuStat database currently contains 2012-2015 data with plans to collect and report data in 2016 and 2017. Currently this data is not made publically available by any other source in the United States. The dataset has functionality and coding for easy ability to sort and review. All data contained are from the restaurants as they display the information (from the restauranteur website for example). In addition, data are available for download to conduct research on trends over time.
Other datasets were researched that had been published previously, however, no existing restaurant nutrition databases are publically available (i.e. use for free without charge to the public). Several private databases were developed for private use for specific studies: One private database that was available was time limited and there wasn't interest in further collecting data.
Additionally, internet market research was conducted to assess availability of databases that offered required functionality; as stated above, none were found that have the unique functions and capabilities of MenuStat. CDC program staff also consulted with sister agencies FDA and USDA to obtain expert consultation on what types of nutrition data are needed and what sources are available that meet the unique needs of the public health community.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Fund for Public Health in New York, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65090 referenced in the subject line NO LATER THAN May 17, 2016.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
