The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Headspace, Inc., 2415 Michigan Ave, Santa Monica, CA 90404, as the only responsible source that can support the issuance of Medical Health Application Licenses for the FEMA Information Technology Program Office.
The requirement is for support of subscription-based licenses for Mental Health Application for 12-months. The applications licenses will provide subscription-based access to a mental health application that offers online mindfulness and meditation services for FEMA employees. Headspace, Inc., is the only company that can provide this support to FEMA.
This acquisition is being conducted under commercial acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541519. This notice of intent is not a request for competitive proposals. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product and services. All capability statements received by the closing date of 20 September 2022 @ 12:00 pm EST will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Michael Bonds at michael.bonds@fema.dhs.gov. Statements are due by 1200 EST, 20 September 2022. No phone calls accepted.
