About this opportunity

The Bureau of Reclamation is conducting a Request for Information regarding the Mendota Pool Bypass and Reach 2B Improvements project, with RFI responses due September 16, 2026, at 5:00 PM PDT. This is market research only and not a solicitation.

The project involves constructing channel and structural improvements including a bypass channel around Mendota Pool to ensure conveyance of at least 4,500 cubic feet per second from Reach 2B downstream to Reach 3. The construction project magnitude is estimated between $225 million and $300 million. Work is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Z2KA (Repair or Alteration of Dams).

The government seeks contractor feedback on project delivery methodology (design-bid-build versus design-build), schedule compression opportunities, and constructability approaches. Phase 1 includes the Mendota Pool Bypass Channel at 90% design completion, a bypass control structure, fish ladder, auxiliary water supply system, fish screen, and an operations and maintenance building. Phase 2 comprises a headworks structure, canal, siphon, and pipeline at 30% design completion. Contractors should provide estimates for design completion durations, construction schedules by work package, geotechnical and hydraulic considerations, labor availability, procurement lead times, and bonding capacity. Responses must not exceed 20 pages and must address all questions in sequential order. Questions regarding the RFI were due September 4, 2026; answers to submitted questions have been posted. Construction is targeted to commence in 2027 with operational capability by spring 2030.
