About this opportunity

The Defense Logistics Agency Troop Support Clothing and Textiles is conducting a sources sought market research initiative to identify manufacturers capable of producing the Men's Marine Corps All-Weather Coat (NSN 8405-01-504-8638, PGC 02850), with responses due July 13, 2026. This is market research only; no proposals or quotations are being requested at this time.

The coat specification (MIL-DTL-32768A with Amendment 1, effective March 31, 2026) requires water-repellent-treated polyester/cotton poplin construction in two types (Type I with dual shoulder gun flaps; Type II with single right shoulder gun flap) across three color classes (Pewter 2246, Black 385, Heritage Green 564) and multiple sizes (30 through 54) with five length options. The coat features a double-breasted front with six-button closure, convertible collar, 2-1/8-inch belt with buckle, split raglan sleeves with button-down straps, vertical welt pockets, and a removable channel-quilted insulated liner. All materials, threads, buttons, zippers, and labels must conform to referenced military standards. Production requires 10–12 stitches per inch, AATCC EP9 Option C visual shade matching under D65 and incandescent A illuminants, and first-article and conformance inspections.

Contractors must possess Gerber Accumark CAD software (version 9 or higher) to receive digitized patterns via DoD SAFE within 14 days of award. Pre-production samples are mandatory; full production authorization follows government testing approval. DLA Product Test Center certification is required within 45 calendar days. Quality laboratories must hold ISO 17025 accreditation or equivalent. Shade evaluation per AATCC EP9 is required for each production lot before shipment. Packaging must comply with ASTM-D5118 fiberboard containers (12 coats per carton) and ISPM 15 wood standards on 4-way pallets not exceeding 43×52×54 inches.

Interested firms should submit capability statements addressing manufacturing experience with military or complex outerwear; production capacity and quality management systems; compliance documentation for MIL-DTL-32768A; and planned subcontracting or teaming arrangements. DLA will use responses to assess whether to set aside the requirement for small business or proceed with full and open competition.
