About this opportunity

The Lt. Col. Luke Weathers, Jr. Veterans Affairs Medical Center is seeking qualified contractors to provide portable fire extinguisher maintenance and inspection services under NAICS code 811310. The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9, is issuing this solicitation to ensure compliance with NFPA standards for fire safety equipment at the Memphis facility. Contractors must perform monthly inspections, annual testing, hydrostatic testing, recharging, six-year maintenance cycles, and quarterly hood cleaning and inspection of eleven Ansul fire suppression systems. Services must be conducted during specified hours of 7:30 AM to 3:30 PM, Monday through Thursday, with comprehensive maintenance reports required. The initial quote submission deadline was October 29, 2025, but has been extended to November 12, 2025 at 10:00 AM CT to allow for site visits and responses to contractor questions. Questions regarding the solicitation were due by 2:00 PM CT on October 24, 2025, and all submissions must be sent electronically to Elyse.McVey@va.gov. A site visit has been scheduled for November 6, 2025 at 2:00 PM CT at the main hospital entrance for interested bidders.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses with a size standard of $12.5 million. The contract encompasses maintenance services for approximately 687 fire extinguishers located across five buildings and a Fisher House, including roughly 90 vehicle-mounted extinguishers at satellite locations in Memphis. The period of performance runs from November 1, 2025 through September 30, 2026, with the contract start date to be determined following quote submission. The solicitation allows contractors to either service existing extinguishers or provide new units as replacements, with servicing designated as the primary preference. Contractors may subcontract hydrostatic testing activities if needed, and the government's contracting officer has indicated willingness to accept revised quotes after posting questions and answers to ensure all bidders have equal access to clarifying information.
