About this opportunity
The Naval Surface Warfare Center Philadelphia (NSWCPD) is seeking to procure four (4) membrane dehydrators to replace failed units in ship air systems that are currently subject to a CASREP (Casualty Report). The Department of the Navy Naval Sea Systems Command is the procuring agency for this requirement. The procurement is being conducted on a sole-source basis from Cold LLC under the existing Blanket Order Agreement (BOA) N6449822G4005, as Cold LLC is the Original Equipment Manufacturer (OEM) of these critical components. The procurement falls under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, and PSC code J043 for Maintenance/Repair/Rebuild of Equipment-Pumps and Compressors. The pre-solicitation notice was posted on July 3, 2025, with a due date of July 18, 2025, providing a 15-day response window for interested parties.
This procurement does not utilize any set-aside designation and is open to full and open competition despite the intended sole-source award to Cold LLC. The incumbent contractor for this requirement is Cold LLC, which currently holds the BOA N6449822G4005 with NSWCPD. The specific quantity being procured is four membrane dehydrators, representing replacement parts for critical ship systems. The procurement is categorized as maintenance and repair equipment, indicating the urgency associated with the CASREP status of the failed components. No specific contract value or budget range has been disclosed in this pre-solicitation notice. The timeline appears focused on rapid procurement given the operational impact of the failed equipment on naval vessel operations.
