About this opportunity
The Nuclear Regulatory Commission (NRC) issued a Special Notice on January 6, 2026, regarding a non-competitive purchase order for membership and licensing agreements with the Electric Power Research Institute (EPRI). The acquisition is being conducted as a sole-source contract under Federal Acquisition Regulation (FAR) 6.103-1, as the NRC has determined that EPRI is the only responsible source capable of satisfying the agency's requirements. The contract is classified under NAICS Code 513210 (Software Publishers) and falls within the IT and Telecom Business Application Software category. The anticipated period of performance extends for five years, with a firm fixed price structure.
The primary objective of this acquisition is to obtain membership and licensing agreements for three EPRI software user groups: the HRA Calculator Users Group (Human Reliability Analysis), the FTREX Users Group (Fault Tree Reliability Evaluation Expert), and the IRT Users Group (Integrated Risk Technologies). These software-based methodologies are utilized by NRC licensees and NRC staff to conduct nuclear analyses. The due date for this Special Notice is January 21, 2026, though this is a non-competitive award to EPRI, meaning other contractors are not eligible to submit proposals. EPRI, an industry consortium established in the late 1960s and early 1970s to promote research and development among electric utilities, maintains these critical analytical tools that support the NRC's regulatory and operational functions.
