About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department intends to award a sole source contract to Bell Techlogix for the license renewal and support of the currently installed Microsoft software solutions under the Maryland Educational Enterprise Consortium (MEEC) contract. The proposed acquisition is to procure Microsoft Software Solutions including software licenses, maintenance, and technical support for 2,256 education qualified users, 2,146 full time equivalents, and 4,650 full-time students. The solicitation includes various FAR and DFARS provisions and clauses applicable to the commercial items contract. Responses must be submitted by July 26, 2024 at 4:00 PM Eastern time via email.

This requirement will not be set aside for small business concerns. The acquisition is a follow-on requirement to be awarded to the incumbent contractor, Bell Techlogix, Inc. The estimated cost is $364,550.32, and the period of performance is August 1, 2024 through July 31, 2025. The place of performance is the Naval Academy in Maryland.

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a contract to Bell Techlogix for the license renewal and support of the currently installed Microsoft Software Solutions per the attached Redacted Justification and Approval for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination.

The proposed acquisition is to procure Microsoft Software Solutions under the Maryland Educational Enterprise Consortium (MEEC), an annual renewal of software licenses, software maintenance, and technical support for SQL, Visio Pro, Enterprise Server, Project, Active Directory, and Microsoft 365 for 2,256 education qualified users, 2,146 full time equivalents, and 4,650 full-time students.
