(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement.

Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Edwards AFB CA 93524.
Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.
This solicitation is issued as a Request for Quote (RFQ).
(iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2019-02TA and DPN 20190215 and AFAC 2018-0525.
(iv) THIS REQUIREMENT WILL BE: FULL and OPEN COMPETITION. The North American Industry Classification System (NAICS) number for this acquisition is 326150 with a size standard of 750 employees.
(v) CLIN Nomenclature
CLIN 0001 - One (1) Lot, Medium Power Radar Absorbent Material (RAM)*
*Lot is expected to contain between 1750-2500 pieces, the government customer has not yet determined the exact number of pieces required. Quote MUST indicate a per unit price with the understanding that the final quantity will be determined at award and fall within the quantity range of 1750-2500 pieces. The use of the term "lot" in this CLIN is reference to the total quantity expected to be ordered upon award and is not to be confused with the batch lot as defined in the SOR.
(vi) Description of items to be acquired:
The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for Radar Absorbent Material (RAM). The statement of requirements (SOR) dated 21 May 2019 (Attachment 1) defines the specifications and the acceptability criteria.
(vii) Delivery Date: TBD, as stated in SOR, no RAM is to be delivered until after data has been received by the government customer and an acceptable performance determination has been made. Quote packages SHALL include estimated lead/production times and testing lead times.
Government Furnished Property (GFP) is not being authorized for this requirement.

ADDENDUM to 52.212-2, Evaluation - Commercial Items.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
(i) Technical capability of the item offered to meet the Government requirement; (Your quote package, MUST include spec sheets/information brochures for the RAM quoted. Information should clearly show and demonstrate your company's ability to meet the stated requirements of section "(iv) Description of Items to be acquired." Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation.)
(ii) Price;
This will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor's ability to meet the requirements of the SOR. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be looked at from the lowest price. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation.
(x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications -- Commercial Items, with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable.

Questions and answers:
1. Maroon color requirement. Our material is black. Would this be acceptable?
ANSWER: As stated in the SOR the Maroon color is a requirement. The RAM has typically been painted to meet this requirement but keep in mind that the final testing for reflectivity and power handling shall be accomplished on the finished product after any painting or external coatings have been applied.
2. Three foot drop onto concrete requirement, no shedding of carbon particles. Our product would likely shed some carbon particles if dropped onto concrete from three feet. Is this a problem?
ANSWER: As stated in the SOR the RAM is required to have a binder for both the carbon loading and the fire retardants to prevent shedding of carbon particles and fire retardants during normal handling of the material to include dropping an upright piece of RAM from a height of three feet onto a concrete surface with the bottom of the RAM surface impacting the concrete. This is verified by dropping the RAM from a height of three feet and checking for carbon shedding. If the material cannot meet this requirement then it does not meet our minimum specifications and it would be a problem.
3. Can we get a drawing of the structure?
ANSWER: The RAM for this purchase is to be utilized for our chamber floor and as such a drawing is not required as the RAM will be mobile/moveable.
4. Height & Shape of the pyramid: do you have specific requirements for the height and shape of the pyramid?
ANSWER: As stated in the SOR the RAM is to have a 24 inch x 24 inch base with a max tolerance of +0.25 inch/-0.25 inch, with nine 24 inch pyramids. The height of the pyramid is to be 24 inches to include the base of the material (so as measured from the bottom of the RAM piece to the tip of the pyramid is 24 inches). The shape of the pyramid is a standard 4 sided pyramidal RAM design.
