This notice seeks proposals for up to two five-year Indefinite Delivery Indefinite Quantity contracts to provide Medium Caliber Non-Recurring Engineering support to the Program Manager for Maneuver Ammunition Systems within the Department of the Army Materiel Command Contracting Command at Picatinny Arsenal, New Jersey. The objective of this procurement is to obtain engineering, testing, evaluation, training models, design and production support for medium caliber ammunition systems between 20mm to 50mm, including 20mm x 102mm, 25mm x 137mm, 30mm x 113mm, 30mm x 173mm, and other calibers. Proposals are due by August 14, 2020.
There is no set-aside designation. The work involves research and development with an anticipated total ceiling value of $49 million for each contract and a minimum guarantee of $100,000. Individual delivery orders will define specific tests, services and supplies as needs arise over five one-year ordering periods from November 2020 to November 2025.

TITLE: MEDIUM CALIBER NON-RECURRING ENGINEERING (NRE)
DESCRIPTION:
The U.S. Army Contracting Command – New Jersey (CCNJ), on behalf of the Program Manager for Maneuver Ammunition Systems (PM-MAS) which manages the production of medium caliber ammunition systems for the Joint Program Executive Office for Armaments & Ammunition (JPEO AA), intends to award up to 2 new five-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract(s), for the procurement of Medium Caliber Non-Recurring Engineering (“Med Cal NRE”). Each contract will consist of 12-month ordering periods for a total of 5 ordering periods.
The U.S. Army must ensure there are adequate and affordable industrial capabilities to meet current and future needs for ammunition design, development, small quantity development related fabrication and testing. The U.S. Army utilizes the knowledge, skills, processes, and facilities of U.S. and Canada and its outlying areas contractors in order to maintain an organic capability for ammunition design, development, fabrication and testing to minimize risk of obsolescence. In accordance with Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(i), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services, use of Other Than Full and Open Competition is deemed appropriate in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization.
The nature of this effort will be the procurement of Development, Engineering, Manufacturing, Design, and Testing Support of Medium Caliber programs for PM-MAS at Picatinny Arsenal, NJ. The proposed requirement is for the development, engineering, testing services, evaluation, training models, engineering/design services and support, qualification, ammunition components and production of 20mm x 102mm, 25mm x 137mm, 30mm x 113mm (Lightweight 30mm), 30mm x 173mm and other ammunition in the range of 20mm to 50mm. All medium caliber ammunition systems will be covered under this contract. Individual task/delivery orders will be issued defining the work required and may contain options; however, being a Non-Recurring Engineering effort, specifics on tests, services and supplies are not currently available. The delivery and task orders will become known as the needs arise. The objective of this proposed procurement action is to provide a contract vehicle under which the Government can quickly and efficiently place orders for these types of products and services.

ORDERING PERIOD 1: 5 November 2020 – 4 November 2021
ORDERING PERIOD 2: 5 November 2021 – 4 November 2022
ORDERING PERIOD 3: 5 November 2022 – 4 November 2023
ORDERING PERIOD 4: 5 November 2023 – 4 November 2024
ORDERING PERIOD 5: 5 November 2024 – 4 November 2025
ANTICIPATED TOTAL CEILING VALUE: $49,000,000.00
ANTICIPATED MINIMUM GUARANTEE FOR EACH CONTRACT: $100,000.00
