About this opportunity
The Centers for Medicare and Medicaid Services has awarded a logical follow-on task order to Research Triangle Institute under the GSA Federal Supply Schedule for Medicare Shared Savings Program Accountable Care Organization Program Analysis and Operational Support, with a total projected cost of $22,459,092.
CMS justified the limited-sources award under FAR 8.405-6(a)(1)(i)(C) based on three critical operational dependencies: RTI's specialized knowledge required to complete a mandated SAS-to-Python migration by December 2026; implementation of major rulemaking and policy development for the Calendar Year 2027 Physician Fee Schedule rule, including the new ACO Primary Care Flex Model integration; and continuity of mission-critical financial operations managing over $4.1 billion in annual ACO performance payments to 475+ ACOs serving 12+ million Medicare beneficiaries. RTI has performed this work for over ten years, maintains validated systems, and holds deep institutional knowledge dating to the program's 2012 inception.
The period of performance is one year (September 1, 2026 through August 31, 2027) plus a three-month transition (June 1, 2027 through August 31, 2027). The base period is valued at $22,178,592 with transition costs of $280,500. The contract type is firm-fixed price and time and materials. Approximately $93,112,929 has been obligated to date under the existing contract. CMS indicates that upon completion of the logical follow-on period, barriers to competition will be removed and a competitive procurement can be conducted.
