About this opportunity

The Centers for Medicare and Medicaid Services has awarded a limited-sources follow-on order to Palmetto GBA under the GSA Multiple Award Schedule for continued operation of the Medicare Part D Coverage Gap Discount Program and related Medicare Drug Manufacturer Invoicing Activities, with a two-year period of performance.

CMS invoked the logical follow-on exception under GSAM 538.7104-3(b)(iii), justified on grounds of economy and efficiency. The extension bridges two concurrent modernization initiatives: integration of the Global Benchmark for Efficient Drug Pricing program into the Manufacturer Payment Portal and migration of MPP infrastructure to the CMS Amazon Web Services Cloud Enclave. The original GSA MAS order (GS-35F-0462V/75FCMC21F0076) was competitively awarded for August 8, 2021, through August 7, 2026; the current contract period runs August 8, 2025, through August 7, 2026. CMS explicitly plans a full and open recompete in Fall 2027 following completion of these modernization activities.

Services include payment processing operations for pharmaceutical manufacturers and Part D plans through the Manufacturer Payment Portal, a secure web-based platform supporting invoice payment processing, report generation, and dispute submission with ACH financial transactions. Additional services encompass public-facing website support and a dedicated help desk providing user onboarding, technical support, and dispute resolution. The contract is structured as firm-fixed-price. Place of performance is Columbia, South Carolina. Funding sources are Part D Redesign Implementation and Program Operations accounts.
