About this opportunity

The Centers for Medicare & Medicaid Services is seeking industry information to support the future recompete of the Medicare Current Beneficiary Survey (MCBS), a continuous longitudinal survey that has collected comprehensive healthcare data from Medicare beneficiaries since 1991. This Request for Information is not a binding solicitation but rather seeks industry knowledge and best practices for project planning purposes related to modernizing and operating the MCBS in a hybrid cloud environment. Key focus areas include cloud-supported survey application alternatives, business operations and case-management tools, data capture methods, rapid development processes, concurrent administration capabilities, metadata management, contracting mechanisms, responsible AI applications, and migration strategies. Responses are due by 12:00 PM EST on March 27, 2026, and should be submitted as Microsoft Word documents not exceeding 10 pages to Jessica Foster and Jennifer Davis at CMS. Responses must use Times New Roman or Aptos 12-point font with 1-inch margins and address industry recommendations across the ten specified technical and operational areas.

There is no set-aside designation applied to this procurement opportunity. The NAICS code 541720 (Research and Development in the Social Sciences and Humanities) and PSC code AN42 (Health R&D Services; Health Care – Other; Applied Research) indicate the nature of services contemplated. CMS is undertaking significant modernization initiatives, including a 2026 sampling redesign to enable state-level estimation with full implementation expected by Fall 2029 across four rotating panels, along with migration from on-premise systems to the CMS hybrid cloud environment spanning Google Cloud Platform, Microsoft Azure, and Amazon Web Services. The RFI does not specify a budget range or award value at this pre-solicitation stage, as it is designed to gather industry input for future planning rather than to solicit specific proposals. No incumbent contractor or current award value information is provided in the notice.

Notice text
