About this opportunity

The Department of the Army Medical Command (MEDCOM) is conducting a Request for Information (RFI) to explore medical trauma sensor technologies capable of non-invasively detecting and assessing hemodynamic status of patients in mass casualty and austere deployment environments. The RFI seeks an FDA-approved device that can provide near real-time analysis of casualties' physiological conditions, with specific requirements for secure data transmission, communication via Integrated Tactical Network (ITN), and compatibility with electronic health record systems. Vendors are expected to demonstrate their ability to remotely monitor patient status, ensure accuracy across diverse patient populations, and address technical challenges such as sensor placement and data reliability. The RFI was posted on November 22, 2024, with responses due by December 20, 2024, at 12:00 PM Central Time. Respondents must submit detailed information about their technological capabilities, including system specifications, networking requirements, and performance metrics.

The RFI is not a set-aside contract and does not guarantee any specific award or contract value. No incumbent contractors are mentioned, and the government explicitly states that this is a market research exercise with no commitment to future procurement. The solicitation falls under NAICS category 33911 (Medical Equipment and Supplies Manufacturing) and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). Responses must be submitted via email with specific formatting requirements, including Arial 12-point font and 1-inch margins. The research and development effort is associated with Program Executive Office Soldier (PEO Soldier) and Soldier Medical Devices (SMD) office located in Frederick, Maryland. Potential respondents should be prepared to provide comprehensive information about their product's technical capabilities, maintenance support, training requirements, and operational performance in challenging medical environments.

Update #2 · Latest ·

This is a request for information for a Medical Trauma Sensor (MTS) device that is designed to address critical challenges in mass casualty and austere deployment environments. By providing near real-time analysis of a casualty’s hemodynamic status and displaying it to medical providers, the MTS will help improve triage accuracy, optimize medical supplies, and enhance treatment outcomes. The Medical Trauma Sensor’s role in maximizing Return to Duty (RTD) while reducing the burden on contested logistics could be a significant advancement in military medical operations.(See attached documents).

Update #1 ·

THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT/ORDER WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT.
