Update #1 ·
United States Army Garrison Bavaria requires three (3) each Medical Training Trauma Manikins. The forthcoming solicitation will be a request for quotations (RFQ). All responsible sources may submit a quotation which shall be considered by the agency. Quoters must state the date by which delivery can be made; no required delivery date will be stated in the RFQ. This office anticipates that award will be made before 15 August 2019. The required product specifications and salient characteristics are as follows:
Solid Steel joints and skeleton
Weight: 68.2-79.5 kg (150-175 lbs.)
High durability covering (skin): Coverings must be durable to field use (specifications / product description must attest to this). Skin shall be able to be cleaned using soap and water, not requiring special cleaning materials or equipment.
Must allow realistic treatment of trauma-related wounds. This must include common injuries suffered by Soldiers in combat: gunshot wounds, traumatic amputation wounds, heat wounds and blast wounds. The trauma must be realistic in appearance and require the same type of treatment required on a live Soldier to remediate/stabilize the patient: realistic in appearance, location and cause/effect (i.e. the burning should be appropriate to blast wounding as suffered via Improvised Explosive Device or High-Explosive explosions). The wounds must show appropriate tissue, veinary and, for amputations, skeletal damage. The wounds must bleed as appropriate. The wounds must be interchangeable from one manikin to another (i.e. able to mix/match wounds from one manikin torso to another to cause different stresses for trainees; one day it is a gunshot wound and the next day it is a combined gunshot and blast wound.
Realistic breathing/chest wound reaction (appearance of respiration must mimic the human body and the depth and rapidity must be adjustable to indicate traumatic wounds and casualty stress). Wounds must be "treatable" (i.e. sealing for a chest wound). Respiration must be remotely controlled.
Realistic pulse and oral response. As with respiration, the caregiver must be able to determine vital statistics, including pulse. Pulse must be remotely controlled.
One of the trauma manikins must be female. If possible all manikins should be dark-skinned (though this is not required if unavailable).
