About this opportunity

The Department of Labor's Office of the Assistant Secretary for Administration and Management, specifically the Office of Workers' Compensation Programs (OWCP), has issued a Special Notice regarding a sole source contract award for Medical Second Opinion and Examination Services (SECOPs). The contracting agency intends to negotiate and award a Firm Fixed Price contract with QTC Medical Services Inc., located in San Dimas, California, under FAR authority that permits procurement without full and open competition when services are available from only one responsible source. This Special Notice was posted on February 25, 2026, with a response deadline of March 3, 2026. The contract will support the statutory requirements of OWCP's Division of Federal Employees' Compensation and the Division of Federal Employees' Longshore and Harbor Workers Compensation, which jointly administer workers' compensation claims across the United States and its territories.

The primary objective of this contract is to provide critical medical second opinion and examination services necessary for the adjudication of workers' compensation claims under the Federal Employees' Compensation Act (FECA) and the Longshore and Harbor Workers Compensation Act (LHWCA). These services are mission-critical for OWCP's twelve regional offices, which collectively process incoming claims, establish eligibility for compensation payments, determine wage-loss benefits, and manage allowed medical and vocational rehabilitation services for covered injured workers. The sole source designation indicates that QTC Medical Services Inc. has been identified as the only capable provider to meet the agency's specific operational requirements for nationwide coverage. Given the nature of this procurement, interested parties should note the abbreviated timeline for response and understand that this opportunity is being pursued without competitive bidding based on the unique qualifications and existing relationship with the selected contractor.

The OWCP, through the DFELHWC, coordinates the activities of twelve DFELHWC Offices within the United States, and each office has direct responsibility for processing claims in its designated areas of coverage. The functional operations include adjudicating incoming claims to determine eligibility for compensation payments; managing claims in which eligibility has been established; determining wage-loss compensation payments for covered disability or death; and processing payments for allowed medical and vocational rehabilitation services incurred in the treatment of injured workers covered under FECA. DFELHWC is also responsible for the administration of the Longshore and Harbor Workers Compensation Act (LHWCA) whose mission is to minimize the impact of land based, maritime employment injuries and deaths on the injured employees by ensuring that workers' compensation benefits are provided promptly and properly under the law, provide technical assistance and dispute resolution services, and oversee benefit delivery by the self-insured employers and insurance carriers it authorizes and regulates.
