About this opportunity

The Defense Health Agency (DHA) issued a Justification for Exception to Fair Opportunity (JEFO) on March 19, 2026, for the sole-source procurement of 1,957 Medical All-in-One (AIO) computers branded as DT Research through NASA's Solutions for Enterprise-Wide Procurement (SEWP) vehicle. These TAA-compliant computers are designated for the Defense Healthcare Management Systems (DHMSM) program to support Workstations on Wheels (WOWs) and Operating Room (OR) Anesthesia workflows within DoD Military Treatment Facilities. The DHA justified the sole-source exception based on the unique compatibility and integration requirements of the DT Research Medical Grade AIO systems with the MHS GENESIS healthcare information platform, citing extensive testing, validation through the Configuration Control Board, and specific hardware-software configurations that are exclusively compatible with the existing system infrastructure. The contract was awarded to an unidentified vendor on March 5, 2026, with delivery required by August 2026 and an estimated value that remains redacted in the published documentation. Market research confirmed that at least two or more small businesses on NASA SEWP could provide the requirement, and the procurement included certifications from technical personnel, legal review, and approval from the Competition Advocate dated October 2024.
