About this opportunity
The Minnesota Army National Guard's Recruiting and Retention Battalion is seeking capable sources to provide print and electronic media advertising services targeting medical professionals and medical students, including practicing nurses, doctors, physician assistants, and behavioral health specialists. The Department of the Army will evaluate vendors based on their current reach within the target demographic, relevant experience, and demonstrated capabilities in delivering recruitment advertising across multiple platforms. Prospective vendors must submit responses by December 5, 2025, to daniel.g.bart.civ@army.mil with capability statements not exceeding five pages that address their experience with similar government or commercial contracts, ability to deliver media services, and any potential risks or concerns related to the NAICS code 513120 (Periodical Publishers). The evaluation will consider the vendor's business qualifications, CAGE Code, UEI, teaming arrangements, and specific performance metrics related to recruitment advertising effectiveness.
This pre-solicitation notice is classified under PSC R426 (Support – Professional: Communications) and carries no set-aside designation, opening competition to both large and small businesses. The contract will operate on a 12-month base year with four optional 12-month renewal periods, requiring the contractor to develop bilingual advertisements in English and Spanish, utilize Army National Guard trademarked logos and branding, facilitate two local meetings per performance period, and track performance metrics using the Army's Return on Investment Tracking Tool. All digital advertisements must include "NATIONALGUARD.com" and "1-800-GO-GUARD" with embedded hyperlinks, with created content becoming the property of the Army National Guard. While no specific budget range is disclosed in the pre-solicitation notice, the contract scope and duration indicate a significant procurement; interested vendors should include contract values and periods of performance from previous relevant work in their capability statements.
