About this opportunity

The Department of the Army Medical Command (MEDCOM) has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price purchase order to Baylor University for the MEDCoE Graduate Program Doctor of Physical Therapy. This procurement is posted as a special notice opportunity with a due date of January 5, 2026. The contracting vehicle falls under simplified acquisition procedures authorized by 10 U.S.C. 3205 and FAR 13.501(a)(1)(ii), which permits sole-source awards when services are available from only one responsible source. The Health Readiness Contracting Organization (HRCO) determined through market research that Baylor University uniquely possesses the combination of accreditation and incumbent experience necessary to fulfill the government's requirements. This opportunity is classified under NAICS Code 611310 (Colleges, Universities, and Professional Schools) and PSC Code U010 (Education/Training—Certifications/Accreditations for Educational Institutions).

The primary objective of this special notice is to establish a partnership between the U.S. Army Medical Center of Excellence (MEDCoE) Graduate School and an accredited university to deliver doctoral-level physical therapy education to uniformed service members preparing for clinical and administrative healthcare roles within the military health system. The selected university partner will be responsible for conferring degrees, managing student enrollment, providing administrative transcript services, and certifying MEDCoE faculty members as affiliated faculty. While this is a sole-source award with Baylor University as the identified incumbent provider, the special notice is posted for transparency and comment purposes with responses due by January 5, 2026. No set-asides apply to this opportunity. The program supports MEDCoE's mission to educate and train the next generation of clinical and administrative healthcare professionals who will serve as clinician-scientists and leaders in diverse and deployed military environments.
