The government intends to use sole-source procurement under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 15 days of the notice publication date of January 11, 2025. The ultimate awardee must be a repair depot certified by a DOD-cognizant technical authority, and the government has determined it does not own the necessary data rights and that obtaining them or reverse engineering would be uneconomical. The government will consider all proposals received within 15 days after publication solely to determine whether to conduct competitive procurement, with the final award decision remaining at the government's discretion.

This procurement does not utilize any set-aside designations and no specific incumbent contractors are mentioned in the notice. The contract calls for delivery of 10 units FOB origin with a due date of July 31, 2025, though no specific budget range or award value is disclosed. The items fall under Product Service Code 5865 for electronic countermeasures equipment and are designated as TDP Version 002. The government has conducted market research and determined that FAR Part 12 commercial item policies will not be used for this repair requirement. Award will only be made if the offeror meets all qualification requirements at the time of award in accordance with FAR clause 52.209-1, and the contract will not be delayed while uncertified sources attempt to obtain the required certification.
