About this opportunity
The Naval Surface Warfare Center (NSWC) Corona Division is procuring two Resistance and Shunt Measurement Systems through a sole source acquisition targeting Measurements International. The procurement includes two specific systems: a Resistance and Shunt Measurement System and an Automated High Resistance Bridge Measuring System, each comprising a 6020A Automated Primary Resistance Bridge with Operating Software, a 6011D/300 300 Amp Range Extender with Reversing Switch, and two 6150A 150 Amp DC Sources. This is an all-or-none requirement, meaning partial quotes will be deemed unresponsive and will not be evaluated. Offerors must be registered in the System for Award Management (SAM) and must be the Original Equipment Manufacturer (OEM), authorized dealer, distributor, or reseller with proof of authorization from the OEM. The government will evaluate offers based on compliance with solicitation requirements and price reasonableness, awarding to the single responsible offeror whose offer conforms to requirements and is most advantageous to the government. The original response deadline of July 21, 2025, has been extended to July 30, 2025, at 3:00 PM, with quotes to be submitted electronically in PDF or MS Word format.
This procurement does not utilize any set-aside designations and is structured as a sole source Firm Fixed Price (FFP) contract specifically targeting Measurements International as the intended recipient. While specific award values are not disclosed in the available documentation, the procurement involves sophisticated laboratory measurement equipment with delivery required within 16 weeks after contract award. The solicitation amendment modified the delivery destination from the originally specified Egyptian Air Force E-2C Basatin Supply Depot in Cairo, Egypt, to the Naval Surface Warfare Center Corona Division facility in Corona, California. The contract will be shipped FOB Destination, and the government has added federal acquisition clauses related to duty-free entry, suggesting potential international components or considerations in the procurement process.
