This includes clinical transaction data, such as electronic prescribing, but may include measurement of laboratory results of other measures evidencing exchange of electronic health information. This information must be available on at least a quarterly basis and should be data already collected and not constitute a new information collection as defined under the Paperwork Reduction Act (P.L. 96-511). The Office of the National Coordinator (ONC) requires periodic, routinely collected information on evidence of provider use of EHRs and their underlying functionalities to help measure the progress towards program goals. This information will complement other ONC data collection efforts such as national surveys on hospital and ambulatory care physician adoption and information reported by grantees and collected by contractors tasked with evaluation of key grant programs. Together, this information will help ONC monitor the effectiveness of federal programs and grants relating to health information technology and inform key policy decisions.
Core tasks of this effort include: 1) collecting on-going evidence of nationwide electronic exchange of clinical information, such as electronic prescribing; 2) analyzing data and providing detailed tables reporting on the number and of providers engaged in electronic exchange; 3) providing detailed analyses on at least a quarterly basis describing the data by the following geographic breakdowns: state, metropolitan area, county, and zip code, and identifying an areas where accurate estimates of exchange could not be made. 2) Demonstrate the capacity and capability to produce data dictionaries for their transaction files.
3) Demonstrate capability to produce reports from existing analytic files by geographic breakdowns of state, metropolitan area, county, and zip code, documenting electronic exchange of clinical data, which may consist of administrative transactions such as e-prescribing. To demonstrate this capacity, the contractor should provide reports for the following sample geographic areas:
a) the state of Indiana
b) the primary metropolitan statistical area (PMSA) of Washington, DC
c) Orange County, CA
d) the zip code 70112
4) Demonstrate the corporate and staff capability and experience in collecting relevant data and producing the analyses listed above. The contractor must provide a history of the data collection effort documenting that the data collected is comparable over time to allow for tracking of trends and documenting the offerors experience producing timely results, on a quarterly basis, and ability to do so through December 2014.
Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to pscaquistions@psc.hhs.gov; Attention: Anthony Foster.
CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE, INCLUDING ANY TEAMING ARRANGEMENTS AND SHOULD NOT EXCEED 30 PAGES.
