CCS Meadowlands is a ground-based counter satellite communications system designed to reversibly deny, disrupt, and degrade adversarial SATCOM. The system comprises transportable, modular COTS/GOTS RF monitoring and generation equipment supporting UHF, L, C, Ku, and Ka bands with a proprietary photonics-based Frequency Conversion System. The base design incorporates three independent bidirectional antenna polarization paths, native support for Large Multiband Antenna and 1.2-meter antenna, and COTS Ethernet, TCP, and UDP/IP standard interfaces.

The anticipated contract period is approximately 6 years (1 year base plus 5 option years) supporting up to 56 CCS Meadowlands systems dispersed worldwide with flexible place of performance. Contractors must sustain all technical, logistical, software, and hardware efforts required to operate these systems.

Respondents must submit a maximum 20-page Statement of Capability in MS Word or PDF format (Times New Roman 12pt) addressing 11 technical questions covering sustainment approach, maintenance strategy, teaming arrangements, reliability and obsolescence management, software and cybersecurity, technical data and vendor independence, transition continuity of operations, workforce and surge capacity, secure facilities for classified operations (estimated 65% CUI, 15% Secret, 15% TS/SCI, 5% SAP F), Foreign Military Sales support, and contractor strengths. Three contractual/business questions address firm-fixed-price structures with performance incentives, pricing structure and risk allocation, and performance baseline data requirements. Questions for the Contracting Officer must be directed by October 28, 2026, at 12:00 p.m. Pacific Time.
