About this opportunity

The Uniformed Services University of the Health Sciences is procuring 12-month subscriptions to three McGraw Hill medical educational products: AccessMedicine, AccessEmergency Medicine, and AccessSurgery. All subscriptions must be delivered in electronic format with access available to all registered USU patrons via the Internet, and vendors must quote on all three items to be eligible for award. The contracting agency seeks a responsible and responsive vendor offering firm-fixed pricing and will evaluate quotes based on their ability to meet all solicitation requirements and provide comprehensive access to the university's student, faculty, and staff population. Quotations must be submitted via email to the Contract Specialist and Contracting Officer by February 26, 2026 at 2:00 PM EST, with the question submission deadline having passed on February 19, 2026. The performance period will run from March 24, 2026 through March 23, 2027, and vendors must be registered in the System for Award Management (SAM) at the time of award.

This small business set-aside competition under NAICS Code 513120 (Periodical Publishers) with a 1,000-employee size standard has no incumbent contractor, as these subscriptions were not purchased in fiscal year 2025. The solicitation anticipates a maximum of approximately 1,600 potential users among USU's student, faculty, and staff bodies. While no specific budget range is disclosed in the solicitation documents, the award value will be determined by the winning vendor's pricing submitted in the Price Quote Table for all three subscription items. The contract will be awarded on a firm-fixed price basis using Simplified Acquisition procedures. Performance will take place at the USU Learning Resource Center in Bethesda, Maryland, with all electronic access provided via the Internet to approved patrons.
