About this opportunity
The Bureau of Land Management's Miles City Field Office seeks a Class III cultural resource inventory covering 11 areas totaling approximately 14,913 acres across Carter, Custer, Musselshell, Prairie, Powder River, Rosebud, Stillwater, and Yellowstone Counties, Montana, with quotes due July 15, 2026 at 3:00 p.m. MST. This is full and open competition with no set-aside.
Place of performance is across the eleven project areas in Montana: Mill Iron, Bradshaw, Upper Ten Mile, Buffalo Creek, Coal Bank, White Bird, Fiddler Ridge, Prairie Creek, Castle Rock, HorseThief 2026, and 2026 Acton-RX. The contractor must hold a valid BLM Montana Cultural Resources permit and serve as Principal Investigator and Field Director. Pedestrian surveys require transect intervals not exceeding 30 meters, and all archaeological sites must be recorded using BLM/SHPO forms with Smithsonian numbers obtained for new sites. GIS data must be delivered in UTM Zone 12 or 13 NAD83 format. Formal excavation is prohibited; limited shovel or auger testing requires prior written approval from the administrating archaeologist. The contractor must evaluate all sites for National Register of Historic Places eligibility and provide detailed recommendations. Eight separate inventory reports are required, organized by project grouping.
Period of performance runs from October 1, 2026 through December 31, 2027, with all fieldwork completed by September 1, 2027. The resulting purchase order is firm-fixed price. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.202(b)(1), as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation; quotes are being requested, and a written solicitation will not be issued. Consider this solicitation (140L3726Q0109) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is full and open competition with no set aside. NAICS 541620 - Environmental Consulting Services. The small business size standard is $19.0 million. Product Service Code R408 - Support- Professional: Program Management/Support. The resulting purchase order will be a firm-fixed price purchase order.
