About this opportunity

The National Institutes of Health Clinical Center intends to procure 8 laundry carts with retractable tow systems from McClure Industries through a sole-source acquisition. The NIH Clinical Center's MMESD Storage & Distribution Section requires these specific carts to maintain compatibility with their existing Cushman tuggers and current cart inventory that has been in use since 2000. The justification for sole-source procurement centers on safety requirements, as alternative carts would not interface with the hitching posts on government-owned tuggers, creating safety risks when staff attempt to move carts weighing 700-800 pounds. This is a Notice of Intent rather than a request for proposals, though responsible sources may submit capability statements demonstrating their ability to provide the required equipment. The deadline for capability statements is September 29, 2025, at 9:00 AM Eastern Standard Time, submitted via email to lu-chang.lu@nih.gov with subject line referencing NOI-CC-25-006371.

This procurement does not utilize any set-aside designations and specifically identifies McClure Industries as both the incumbent provider and sole manufacturer of the required equipment. The contract specifications detail 8 Turn A Bout carts (model #650LB) in blue with 6-inch blue casters, two removable shelves, white stenciling, matching covers, retractable tow systems, and DeSTACO latches. The performance period extends from September 30, 2025, through September 29, 2026, with an estimated delivery timeline of 30 days from contract award. The NIH has utilized these laundry carts since 2000 with an average lifecycle of 7 years per unit. The procurement is conducted under the authority of 41 U.S.C. 1901(a)(1) as implemented by FAR 13.106-1, which permits sole-source acquisitions when only one responsible source can satisfy agency requirements.

Notice text

Acquisition Description:

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with McClure Industries.

The MMESD, Storage & Distribution Section has a requirement for the vendor to provide the NIH Clinical Center/MMESD with and 8 laundry carts according to the following specifications listed under the contractor requirements. The NIH has been using these laundry carts since the year 2000. The average life cycle is 7 years for the laundry carts. We are currently using the vendor laundry carts with retractable tow system.

Justification:

We specifically need McClure Industries Laundry Carts with retractable Tow System.

If another vendor laundry cart is used, it will not matchup with the hitching post on the government owned Cushman tuggers. It is a huge safety risk for staff to try and pull clean/soiled laundry carts weighting 700 to 800 pounds. Thus, we need this same brand of laundry carts so they are compatible with our current carts and systems. McClure Industries is the manufacturer and the sole source for their laundry carts.
