Clarification on Submission of Prices

Film Labs responding to this solicitation should indicate all the services they wish to offer the Library for the type of work described in Section C. The Library recognizes that each film preservation lab has unique strengths, and the objective is to have a complete list of services and prices available from each film lab in any IDIQ contract that is awarded. Subsequent task orders will be limited to those services and prices that are listed in each contract at the time of award.

Offerors must use the Attachment 1 Services and Price List as their primary pricing vehicle. Items in yellow lines are required of all offerors, and the Library will compare the 3-year prices in the yellow lines when establishing the competitive range in the proposal evaluation process.

Additionally, offerors may elect to submit supplemental services that are not currently on the Attachment I List. Each supplemental service line should clearly indicate the unit of measure for that item and its 3-year pricing. If a contract is awarded to a film lab which has submitted supplemental services, any of those supplemental items which are approved by the Library may be included in the IDIQ contract for that lab.

Update #2 ·

The Library of Congress (Library) Motion Picture, Broadcasting and Recorded Sound division seeks contractor support to provide specialized motion picture film preservation services. The Library anticipates the award of one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) with firm fixed pricing covering a three (3) year ordering term as a result of this competition. Offerors are requested to review the whole announcement and submit any questions via email to the contract specialist by April 12, 2018 at 4PM Eastern time. Substantive questions and answers will be shared with all interested parties via fbo after the question period has closed.

The majority of the film preservation work to be completed under this IDIQ and its resultant orders will involve working with nitrate film originals. Offerors who do not have nitrate film capability as outlined in the solicitation may be eligible for some work under the resultant IDIQ contract(s), but will not be eligible for the projects involving nitrate film.

Offerors are requested to complete the three year pricing chart, Attachment 1, Services and Pricing List, and submit the completed chart along with their proposal.
Proposals are due by April 25, 2018 at 5PM Eastern time. Proposals may be submitted via fbo posting or by email to the contract specialist/contracting officer.

Questions are due Thursday, April 12 at 4PM Eastern time.

Proposals are due Wednesday, April 25 at 5PM Eastern time.

Closing Date/Time is extended until Friday, April 27 at noon .
