About this opportunity

The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado has issued a Special Notice regarding their intent to award a single source procurement for backup circuit maintenance services under NAICS code 541519. The procurement, designated as "MBR-BACKUP CIRCUIT FY25," will be awarded to Charter Communications Operating, LLC for backup circuit maintenance requirements. The Bureau of Reclamation, part of the Department of the Interior, believes that only one responsible source can provide this specific requirement. The notice explicitly states this is not a solicitation but rather a notification of intent to proceed with a sole source award. The statutory authority cited for bypassing full and open competition is 10 U.S.C. 2304(c)(1), which allows for single source procurement when only one supplier can satisfy agency requirements.

The primary purpose of this Special Notice is to inform potential contractors of the government's intent to proceed with a sole source procurement while providing an opportunity for market research. Interested firms that believe they possess the technical capability to meet this requirement must submit a technical capability statement along with their business profile to Rhonda Ligon at rligon@usbr.gov within five days of the notice posting date of August 12, 2025, making the deadline August 19, 2025. The government will treat any information received as market research for future similar requirements rather than as competitive proposals for the current procurement. Contractors should note that quotations or proposals submitted in response to this notice will not be accepted since this is not a request for proposal. The procurement falls under the IT and telecommunications network support services category, specifically targeting other computer-related services for backup circuit maintenance capabilities.
