About this opportunity

The Department of the Army Corps of Engineers Engineering District Honolulu has issued a Justification and Approval (J&A) for a sole-source, follow-on service contract to ECC Constructors LLC for operating, maintaining, and closing out a Temporary Disposal Storage (TDS) site and performing Private Property Debris Removal (PPDR) services in Lahaina, Maui following the 2023 wildfires. The contract, valued at an estimated $145 million over 12 months, will cover sampling and monitoring for hazardous materials, stormwater management, removal of fire-related debris, and completion of required plans and reports for approximately 3 residential Tax Map Keys (TMKs) and 2 deferred TMKs. The J&A cites the authority under 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as it would result in substantial duplication of costs (estimated at $8.7 million) that the government could not recover through competition.

Notice text
