About this opportunity
The National Institute of Standards and Technology (NIST), a civilian agency within the Department of Commerce, has issued a Special Notice for the acquisition of MathWorks MATLAB software licenses and maintenance support. The notice indicates NIST's intent to negotiate on a sole source basis with MathWorks Inc. under the authority of FAR 13.106-1(b)(1). This procurement is for a one-year period of performance to serve NIST's Gaithersburg and Boulder campuses located in Maryland. The contracting approach reflects NIST's determination that MathWorks is the only known vendor capable of providing the required software licenses and maintenance support. The special notice was posted on February 2, 2026, establishing the agency's intent prior to formal contract award.
NIST requires MathWorks MATLAB and related Toolbox products to support computational, visualization, and programming activities essential to the agency's scientific mission and laboratory operations. The acquisition is justified by the need to maintain continuity of maintenance support and ensure uninterrupted, reliable service through the MathWorks Software Maintenance Service, which provides twice-yearly general releases, direct technical support from specialized engineers, online license management capabilities, and periodic bug fixes and web updates. The solicitation deadline for submission is February 17, 2026. Since this is a sole source procurement with MathWorks Inc., there are no eligibility criteria for competing contractors to participate; however, interested parties may submit comments regarding the sole source justification during the notice period. The procurement falls under the Software Publishers NAICS category (513210) and relates to IT and Telecom service delivery support services.
