About this opportunity
The United States Marine Corps Tactical Systems Support Activity (MCTSSA) is procuring MathWorks MATLAB software licenses, mission-essential toolboxes, and annual software maintenance services, with quotations due May 14, 2026. This is a brand name procurement under the Women-Owned Small Business (WOSB) program, and the Government intends to award a single firm-fixed-price purchase order to the lowest-priced quotation.
Place of performance is Camp Pendleton North, California. The procurement comprises three MATLAB licenses configured with 15 mission-essential toolboxes: 5G Toolbox, Communications Toolbox, Computer Vision Toolbox, Curve Fitting Toolbox, DSP System Toolbox, Deep Learning Toolbox, Image Processing Toolbox, Instrument Control Toolbox, LTE Toolbox, Parallel Computing Toolbox, Reinforcement Learning Toolbox, Signal Processing Toolbox, Statistics and Machine Learning Toolbox, WLAN Toolbox, and Wireless Testbench. Two existing licenses require software maintenance service renewal from July 1, 2026 through June 30, 2027. One additional license is new. Delivery of all toolboxes and the new license is required on or before July 1, 2026. All items are TAA-compliant and priced as firm-fixed-price. The NAICS code is 513210, Software Publishers; PSC is 7A21, IT and Telecom—Business Application Software (Perpetual License Software). The contractor must be registered in SAM and eligible to process invoices through Wide Area Workflow (WAWF). Inspection and acceptance occur at both origin and destination.
Notice text
MCTSSA requires a standardized, high-fidelity computational capability to support engineering analysis, modeling, simulation, and data processing across Marine Corps tactical systems. Current capabilities lack a unified, scalable environment to efficiently develop algorithms, process complex datasets, and perform repeatable analytical workflows necessary to support system testing, evaluation, and informed acquisition decision-making.
To address this gap, MCTSSA requires the procurement of commercial off-the-shelf (COTS) brand name MathWorks, Inc. MATLAB® software licenses, associated mission-essential toolboxes, and annual software maintenance services (SMS). This solution provides a widely adopted, industry-standard platform that enables advanced numerical computing, model-based design, signal processing, and data analysis within secure Government-controlled environments.
