The contracting agency is the Department of the Air Force Materiel Command Test Center. This notice is issued under statutory authority 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source can satisfy the agency's requirements. MathWorks is identified as the sole developer, publisher, and licensor of the MATLAB and Simulink product family, making it the only entity with legal authority and technical capability to provide enterprise-level licensing for this software. The contract value and specific performance period are not disclosed in this notice.
The objective of this procurement is to establish an enterprise license agreement that provides all EB users across multiple associated sites with access to MATLAB, Simulink, and all MATLAB toolboxes across various networks including NIPR, DREN, standalone enclaves, and standalone computers in both classified and unclassified environments. Although this is a notice of intent to award a sole-source contract, the government is soliciting capability statements or quotations from all responsible sources by May 15, 2026, which should be submitted to Jared Dunn at jared.dunn.6@us.af.mil and Sierra Prindle at sierra.prindle.1@us.af.mil. Late responses will not be considered. While responses received timely will be evaluated by the agency, the government retains sole discretion to proceed with the sole-source award or conduct a competitive procurement. The contract is classified under NAICS Code 513210 (Software Publishers) and PSC 7A21 (IT and Telecom – Business Application Software for Perpetual License Software).
