About this opportunity
NASA's Information Technology Procurement Office (ITPO) has issued a Special Notice regarding a proposed sole-source Single-Award Blanket Purchase Agreement (BPA) for MathWorks software products and services. The agency intends to procure MATLAB, Simulink, Polyspace Product Families, and associated support services including MATLAB Distributed Computing Server and MATLAB Production Server. This procurement will be conducted as a commercial product acquisition under FAR Part 12, with the Government asserting that only MathWorks can satisfy the agency's requirements under FAR 6.103-1. The notice was posted on February 25, 2026, and represents a civilian space agency initiative in the software publishing sector.
The primary objective of this Special Notice is to solicit capabilities and qualifications from interested organizations to determine whether the Government should pursue a competitive acquisition process rather than proceeding with the sole-source award. Interested parties must submit their qualifications electronically to lance.s.neumaster@nasa.gov and valerie.ballard@nasa.gov by 8:00 AM Central Time on March 12, 2026. There are no specific eligibility restrictions noted in the notice; however, respondents must demonstrate capability to provide equivalent software products and services to meet NASA's requirements. The resulting BPA will have an ordering period of five years, and the Government reserves the sole discretion to determine whether to conduct a full and open competition based on responses received. Contractors seeking clarification on procurement matters may contact the designated Center Ombudsman through the provided NASA website link.
