Services Non-Personal: The Air Force intends to solicit and issue a 100% small business set aside contract for the following services: The Oklahoma City Air Logistics Complex (OC-ALC) is comprised of five (5) major groups located in twenty seven (27) different buildings across six square miles at Tinker Air Force Base (TAFB). The number of buildings could increase over the life of this requirement. The groups perform a variety of aircraft, propulsion, and commodities related maintenance and support work. All of the groups require non aircraft shop support related items and Personnel Protective Equipment (PPE). Automated Point of Use (POU) devices are utilized by the Complex to issue these PPE and common use items such as drills, reamers, cutting tools, abrasives and common construction material in support of the maintenance, repair, and overhaul of aircraft, engines, commodities and production related equipment. The POU is an automated device using Automated Point of Use Databases (APUDs) to track and update the usage of items contained within the various POU devices. There are currently seventeen (17) non-automated storage areas or cribs and 202 automated POU locations and 359 POU pieces of equipment containing trays or bins for distribution of materials. The number of automated POU locations is expected to increase during the life of this requirement. The contract will require the procurement of approximately 11K line items per month and the database generates approximately 20K transactions per month. The number of line items and transactions could increase over the life of this contract. The OC-ALC has a need for a Material Support Integrator (MSI) to effectively manage this requirement.

The solicitation will be issued as a request for proposal (RFP) FA8125-14-R-0001. The government anticipates award of a Commercial Firm Fixed Price contract

Tinker AFB intends to conduct a site visit for the Material Support Integrator effort. All interested parties that wish to attend must RSVP to Joseph Sachleben at joseph.sachleben.1@us.af.mil  and Jill Graham at bobbi.graham@us.af.mil  by 28 February 2014. Please list all of the respresentatives from your company that will be attending. There is a maximum of three (3) visitors per offeror. Each individual attending shall provide a valid driver's license or Government ID to obtain access to Tinker AFB. If you have the proper government identification to access Tinker AFB, reservations are still required and additional instructions regarding the site visit will be provided.

The contractor shall be responsible for obtaining material and supply agreements with individual vendors to provide all the PPE and materials identified in draft Exhibit 1, POU Common Use Item List (CUIL). The contractor shall provide program management, strategic analysis for future needs, recommendations to increase efficiencies, recommendations for replacement of items which become obsolete, improve cost savings and ensure compliance with applicable laws, directives, and regulatory requirements.


A Firm Fixed Price (FFP) type contract is contemplated.

4) There are approximately 27 buildings, 10,000 users and 179 Point of Use locations and 343 POU pieces of equipment spread across Tinker Air Force Base? Would your company be able to support the scope, complexity, and magnitude of this contract? If yes, please briefly describe experience related to the MSI contract.
5) Would your company be willing to price the service separately on a Firm Fixed Price monthly basis for providing labor, supervision, materials, tools, equipment, PPE, interim storage, transportation, incidentals to ensure Material Support Integration for the OC-ALC at Tinker Air Force Base (TAFB)? In this scenario, your company would provide separate firm fixed prices for the common use item list and for the service fee.
6) The Government is contemplating a Period of Performance of 3-5 years.
