Responses to Questions

RFP # FA8125-14-R-0001

Question 1. The date and time of the submission deadline for Bidder’s Questions as well as the date for the Government response to Bidder’s questions appears to be missing from the RFP.

Will the Government please supply that information?

Response 1. No the Government will not provide a deadline for questions. The Draft RFP has been posted since 5 Feb 2014. Industry was encouraged to submit questions at that time.

Question 2. The Attachment to the RFP entitled “ppi tool accdb” will not open when accessed.

It looks like a Microsoft Access file. Will the Government please supply a copy of the file that is able to be opened?

Response 2. To open the PPI tool, you must have microsoft access software on the computer.

Question 3. Attachment 3 – Cross Reference Matrix does not make reference to PWS Section

1.8 Environmental or 1.9 Training and Regulations. Will the Government please supply a modified Attachment 3 – Cross Reference Matrix which includes those two items?

Response 3. There will be no modification to Attachment 3. Attachment 3 is correct as it pertains to the technical subfactor elements.

Question 4. Will the Government please instruct whether the PPIs that to be submitted are to be

5 or 8 pages?

In “Attachment 1 – Instructions to Offerors” – “2.3 Organization/Number of Copies/Page

Limits” -- “Table 2.3 Proposal Organization” – Volume II – Volume II Past Performance” –

“4.3.1 - Relevant Contract Narrative” states “Max 5 Pages per contract” and Section 4.3.1:

Relevant Contract states “Request each PPI not exceed a target of 8 pages, although more or less may be submitted if necessary and relevant to the MSI effort. Request each offeror submit up to four

(4) PPI for the prime Contractor and up to four (4) for each significant subcontractor/teaming partner.

The target of 8 pages for PPIS does not include the allowable 5 pages for Relevant Contract

Narrative”

Response 4. The citing of 5 or 8 pages is for two different things pertaining to past performance. Offerors are allowed up to 5 pages for the Relevant Contract Narrative of each contract submitted for past performance. Along with up to 8 pages of past performance information for each contract submitted for past performance.

Question 5. Oral Presentations are developed in parallel with the Written Proposal. Will the

Government please indicate whether Oral Presentations will or will not be required?

Response 5. Oral presentations are not required.

Question 6. Will Government please specify where the “Prices/Cost Section (Part B)” is located in the solicitation? If not on the current package can the government included as a new attachment.

Response 6. The “Prices/Cost Section (Part B)” has been revised in Attachment 1-Addendum to

Provisions 52.212-1 Instructions to Offerors. Section B or Part B refers to a non-commerical contract. The “Prices/Cost Section” of the SF 1449 (commerical contract) is refering to the

CLINs and begins on page 3 and ends on page 22 of the SF 1449.

Question 7. 6.1. Model Contract/Representations and Certifications states, the purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The offeror's proposal shall include a signed copy of the Model Contract, and

Sections A through K. Can you please direct us to where the Model contract Sections A-K are found?

Response 7. The Model Contract is referring to the SF 1449. 6.1. Model

Contract/Representations and Certifications has been revised in Attachment 1-Addendum to FAR

52.212-1 Instructions to Offerors Revision 1-30 May 2014. Paragraphs 6.1.1 through 6.1.4 in the Attachment 1-Addendum to FAR 52.212-1 Instructions to Offerors Revision 1-30 May 2014 has also been revised to reflect the commerical contract SF 1449. The reference to Sections A-K have been removed.
