Responses to Questions from RFI
1) What critical issues are driving the consideration to outsource the duties listed in your RFI?
This effort has been in place for approximately six years. The initial concept was put in place to help the government utilize economies of scale to help control costs.
2) Who currently does the processes that you outline in your RFI? Department of Defense personnel or private enterprise?
Private enterprise has been responsible for providing the required items for the last six years. Bering Straits Logistics Services (BSLS) is providing the service to the government at this time.
3) What is the estimated annual spend on the Common Use Items and who owns the inventory on those items?
The annual spend on the Common Use Items is not releasable. The provider is responsible for the items until the time the items are delivered to a Point of Use location, or manual location and received by the point of contact.
4) From a high level outline perspective, what is the projected RFP and implementation timeline? The current contract expires on Dec. 18th 2014. We are currently in the Acquisition Planning phase of this requirement. The estimated RFP release date is February 2014.
5) In support of the RFP process will we have an opportunity to conduct a site visit to help better understand current operations and your mission requirements?

b. Will this be in an individual or group setting?
We plan to have a pre-solicitation conference with the interested companies. We will also offer the opportunity for a site visit at Tinker. There will be a maximum of three people for the visiting company. The visitors will be accompanied by a minimum of the Contracting Officer (CO) and the Program Manager (PM). The CO and PM may be accompanied by the Contract Specialist and any technical experts that are required.
6) What style Autocrib machines do you currently utilize at Tinker Air Force Base? Are there other brand machines in service?
At this time Tinker utilizes only AutoCrib® equipment. Tinker currently uses the RoboCrib 500 and 1000, Lockers, AutoCabinet, Touchvend and Virtual Crib equipment.
