This solicitation notice is seeking a ceiling increase modification to Contract N6449820D4026 with Northrop Grumman Maritime Systems for materials in support of engineering services for Surface Combatant and Amphibious ship class Steering Control and Navigation Control Systems and Amphibious ship class Machinery Control Systems. The Department of the Navy, Naval Surface Warfare Center, Philadelphia Division intends to negotiate and award this modification for mechanical, electrical and computer components necessary to facilitate testing and engineering evaluation of several technical refresh alterations on Integrated Bridge Control Systems. There is no set-aside designated for this requirement. Northrop Grumman Maritime Systems is the incumbent contractor located in Charlottesville, Virginia. The place of performance will be Philadelphia, PA 19121. This sole source justification is being made under FAR 6.302 as Northrop Grumman is the only responsible source capable of fulfilling the Navy's requirements. No award value was provided but the modification is for materials in support of the existing contract through at least February 2022, as it is for components to facilitate ongoing engineering services.

This synopsis is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD intends to negotiate and award a ceiling increase modification to Contract N6449820D4026 with Northrop Grumman Maritime Systems (NGMS), 1070 Seminole Trail, Charlottesville, Virginia, for materials in support of the current Design Agent engineering services for Surface Combatant and Amphibious ship class Steering Control and Navigation Control Systems and Amphibious ship class Machinery Control Systems. The planned acquisition will include materials such as, mechanical, electrical and computer peripheral/components, which are necessary to facilitate the testing and engineering evaluation of several technical refresh alterations on Integrated Bridge Control Systems (IBS) which are currently being performed by NGMS.
Pursuant to 10 U.S.C 2304(c)(1), Northrop Grumman is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be sent to Nicole Eckman; nicole.eckman@navy.mil with the subject line “Synopsis N64498-21-RFI.” All responses shall be submitted no later than 25 February 2021.
