About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC Redstone) is seeking to procure a material burst strength tester for the Packaging, Storage, and Containerization Center at Tobyhanna Army Depot. The solicitation requires one high-precision testing device capable of evaluating the bursting strength of paper, paperboard, and corrugated fiberboard used in Department of Defense packaging, specifically conforming to the "Mullen" test method. The contract includes comprehensive technical requirements for the tester, mandating compliance with international testing standards, specific clamping and pressure measurement capabilities, safety features, and advanced data export functionality. While specific evaluation criteria are not explicitly detailed in the notice, the solicitation suggests a focus on technical compliance and meeting precise performance specifications. Interested vendors must submit their proposals by June 13, 2025, with the total performance period spanning six months, including equipment delivery, government verification, and potential non-conformance resolution.

The opportunity is designated as a Total Small Business set-aside, targeting smaller manufacturing firms within the Instruments and Related Products Manufacturing sector (NAICS 334513). The procurement is for a single unit of the material burst strength tester, with optional bid provisions for annual preventative maintenance and calibration for up to four additional years following the initial equipment purchase. The place of performance is Redstone Arsenal, Alabama, with equipment delivery to the Tobyhanna Army Depot testing facility. A minimum 12-month standard warranty for parts and labor is required, and the contract includes a comprehensive Performance Work Statement detailing precise technical and operational expectations. While specific award value is not disclosed, the solicitation suggests a significant investment in specialized testing equipment to support the Department of Defense's packaging and materiel shipping requirements.
