About this opportunity

The U.S. Army Corps of Engineers, Mississippi Valley Division and Memphis District, held an in-person Industry Day on September 17, 2026, at the Engineer Research and Development Center in Vicksburg, Mississippi, to brief vendors on the Articulated Concrete Mattress (ACM) mat casting program and future plans. This notice does not constitute a commitment to issue a solicitation, award a contract, or reimburse attendance costs; the Government is not accepting unsolicited proposals at this time. Nonparticipation does not preclude future solicitation eligibility.

The ACM program supports bank stabilization on the Mississippi River across 955 river miles managed by three districts, maintaining navigation and flood risk management from Cairo, Illinois, to the Gulf of America. Current production uses precast 18" × 48" × 3" concrete blocks with stainless steel fabric at three government-owned facilities under mixed Contractor Owned, Contractor Operated and Government Owned, Contractor Operated models. Traditional casting contracts are anticipated to be unavailable in FY2027 and FY2028 due to funding constraints and existing inventory. The centerpiece of future operations is an automated mat casting facility at Richardson Landing, scheduled for completion in 2028, designed to produce a minimum of 50,000 squares annually per shift with maximum capacity of 150,000 squares under 24-hour operations. The facility aims to reduce manual labor, improve quality and consistency, enhance safety, and eliminate weather-dependent production disruptions. Seven industry companies attended the event; the Government has posted the presentation briefing and attendee roster for public download.

Responders are advised that the Government will not provide reimbursement for any information, travel, lodging, attendance, or administrative costs incurred in association with or response to this event. Not participating in or responding to this event does not preclude participation in any solicitation, if any are issued. The U.S. Army Corps of Engineers, Mississippi Valley Division (MVD), in coordination with the Memphis District (MVM), is hosting an in-person Industry Day on Thursday, 17 September 2026, from 9:00 a.m. to 12:00 p.m. at the U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) located in Vicksburg, Mississippi. The purpose of this Industry Day is for MVD to provide interested vendors with updated information regarding the current state and future plans for the Articulated Concrete Mattress (ACM) mat casting program. This program directly supports the Corps of Engineers bank stabilization activities on the Mississippi River, advancing its navigation and flood risk management missions from the confluence of the Ohio and Mississippi Rivers at Cairo, Illinois, to the Gulf of America. This Notice will be updated accordingly to provide an agenda and other pertinent information on a later date in advance of the event.
