About this opportunity

The U.S. Fish and Wildlife Service seeks quotes for mastication services at Shore Drive, Pocosin Lakes National Wildlife Refuge in North Carolina, with proposals due June 8, 2026. This is a 100% small business set-aside RFQ conducted under FAR Parts 12 and 13.

Work encompasses six fire break sections totaling 233 acres across approximately 36,246 linear feet, performed July 16 through December 15, 2026. Five Shore Drive units require 350-foot-width treatment (208 acres); the Western Road unit requires 100-foot width (25 acres). All vegetation, logs, stumps, and debris must be masticated to ground level with chip piles limited to 6 inches or less. Due to very wet soil conditions (Pungo muck with water tables within 6 inches), an amphibious pontoon excavator is required; wheeled and rubber-tracked equipment cannot operate effectively. Contractors are responsible for equipment recovery if stuck and must maintain treatment area boundaries using navigational methods such as Avenza mapping apps. Work must occur during business hours (8:00 AM to 4:00 PM, Monday through Friday). The contractor provides all equipment, operators, personnel, transportation, fuel, and parts, plus invasive species mitigation, spill containment, trash removal, erosion control, tree protection outside treatment areas, and damage repair liability.

Quotes must be submitted in two parts: Part I with firm fixed-price per-acre and total project cost; Part II with technical/management approach (ten pages maximum), past performance using the provided questionnaire (five pages maximum), and key personnel/subcontractor information (ten pages maximum). Evaluation criteria weight technical capability and past performance more heavily than price. The small business size standard is $34 million. Service Contract Act wage rates apply to North Carolina counties of Dare, Hyde, Martin, Tyrrell, and Washington. All contractors must maintain active SAM registration and register with the Department of Treasury's Invoice Processing Platform prior to or following award.
