About this opportunity

The U.S. Fish and Wildlife Service is soliciting quotes for mastication services at the Ocean Springs Unit of the Mississippi Sandhill Crane National Wildlife Refuge through a Request for Quotation (RFQ) numbered 140FS325Q0101. The contractor will perform Wildland Urban Interface fuel reduction mastication work, using forestry mulcher or masticator equipment to mechanically reduce vegetation and wildland fuels by shredding, grinding, and masticating brush, trees, and woody debris up to 6 inches in diameter. The work requires reducing residue to pieces less than 2 feet long and 2 inches in diameter, taking stumps down to ground level, and distributing masticated material on the forest floor. Awards will be made based on a subjective assessment of best value considering technical merit, past experience, and price, with the government reserving the right to select a non-lowest-priced offer if non-cost factors justify the difference. Critical submission dates include a mandatory site visit on July 17, 2025 at 0900 in Gautier, MS, questions due by July 21, 2025 at 2:00 PM EDT, and quotes due by July 23, 2025 at 2:00 PM EDT.

This solicitation is designated as a 100% Small Business Set Aside under NAICS code 115310 (Support Activities for Forestry) with a small business size standard of $34 million, though no specific award value or budget range is disclosed in the documents. The scope involves mastication work on approximately 288 acres per year across the refuge property. Performance will take place at the Ocean Springs Unit of the Mississippi Sandhill Crane National Wildlife Refuge in Mississippi, with the site visit meeting location at the Fire Center Building at 7200 Crane Lane, Gautier, MS 39553.
