About this opportunity
Air Force Space Command (AFSC/PZIOA), on behalf of the 76th Commodities Maintenance Group, intends to award a sole-source contract to Phillips Federal Division for MasterCAM on Athena renewal by September 1, 2026, under FAR 6.302-1 authority. The contracting officer determined that Phillips is the only responsible source because it holds exclusive proprietary data rights to sell MasterCAM products and no other vendor can satisfy the requirement.
MasterCAM provides integrated CAD/CAM capabilities for machining operations, with the Athena module offering a "React" automation feature that adjusts toolpaths, operations, and geometries in response to machining process changes without manual reprogramming. The Air Force embeds this solution across DoD training programs (including Watervliet Arsenal), aerospace and defense manufacturing workflows, and procurement contracts for defense parts production.
The statement of work includes one MCAM-HASP-GOV government-version software license unit, the MasterCAM 2026 software package with multaxis support and post-processor configurations for Mill/Router 5-Axis and machine simulation, and twelve months of maintenance services across MC 2026 Mill 3D, Multaxis, Lathe, and Haas machine variants (VF25SYT, Swiss Post-Hass, UMC 5005S, and ST26Y).
Responsible interested parties may submit a capability statement by September 1, 2026. The contracting officer will continue monitoring the market to determine whether competition can be opened in future acquisitions.
