About this opportunity

The Air Force Life Cycle Management Center's Armament Directorate has issued a Notice of Contract Action (NOCA) for the procurement of GBU-57 Massive Ordnance Penetrator (MOP) weapon system components. This is not a solicitation or request for proposal, but rather an informational notice regarding the government's intent to award an Undefinitized Contract Action to Boeing Company in Saint Louis, Missouri. The procurement falls under NAICS code 332993 for ammunition manufacturing with a small business size standard of 1,500 employees. The Air Force intends to use sole-source authority under FAR 6.302-1 to negotiate exclusively with Boeing for this specialized munitions contract. The notice emphasizes that responses are strictly voluntary and incur no cost or obligation to the government.

The purpose of this NOCA is to inform potential contractors about the upcoming sole-source procurement while allowing interested parties to submit voluntary capability statements. The contractor will be responsible for managing the manufacture, integration, and delivery of GBU-57 MOP KMU-612 E/B Tail-kits, with technical challenges complicated by proprietary data to which the government has limited rights. Interested sources must submit a Statement of Capability limited to 10 single-spaced pages in PDF or MS Word format, including company details, CAGE code, contact information, and small business classification status. The deadline for capability statement submissions is August 1, 2025, with responses to be sent via email to the specified contracting officers. An ombudsman has been appointed to address contractor concerns confidentially, though routine administrative matters should be directed to the primary contracting points of contact.
