About this opportunity

The Department of Energy's Molecular Foundry is seeking to procure two advanced mass spectrometry systems for its scientific research facilities. Specifically, the agency requires a hybrid quadrupole/ion mobility/orthogonal acceleration time-of-flight (oa-TOF) mass spectrometer with switchable electrospray ionization (ESI)/desorption electrospray ionization (DESI) source for the Biological Nanostructures user facility, and a high-performance benchtop q-Tof mass spectrometer with an atmospheric pressure chemical ionization (APCI) source for the Organic facility. The primary evaluation criteria will focus on instrument ease of use, system flexibility, and performance, with key benchmarks including ionization source capabilities, sensitivity, resolution, and accuracy. The pre-solicitation notice was posted on March 10, 2025, with responses due by March 17, 2025, indicating a relatively short procurement timeline. Potential vendors will need to demonstrate technical capabilities that meet the rigorous specifications outlined in the Molecular_Foundry_Specifications.docx document.

The procurement is not designated for any specific set-aside category, which suggests it will be open to all qualified vendors in the Analytical Laboratory Instrument Manufacturing (NAICS 334516) sector. While no specific incumbent contractors are mentioned, the detailed technical requirements indicate a sophisticated procurement targeting advanced scientific instrumentation. The solicitation does not explicitly state a budget range or total award value, but the complexity of the requested mass spectrometry systems suggests a potentially significant investment. The procurement calls for two complete mass spectrometer systems, each with integrated UPLC analytical chromatography inlets, associated software systems, and comprehensive ion detection capabilities. The systems are expected to support cutting-edge research at the Molecular Foundry, with a strong emphasis on high-resolution mass accuracy (better than 1 ppm RMS) and advanced scientific performance.

Notice text

The Molecular Foundry seeks two mass spectrometer systems to include:

  1.  A hybrid quadrupole/ion mobility/orthogonal acceleration time-of-flight (oa-TOF) mass spectrometer with switchable ESI/DESI source, UPLC analytical chromatography inlet, and associated software systems to support the Biological Nanostructures user facility.
  2. A high-performance benchtop mass spectrometer q-Tof mass spectrometer system equipped with atmospheric pressure chemical ionization (APCI) source, UPLC analytical chromatography system inlet, and associated software systems to support the Organic facility.

The emphasis in the instrument selection will be on the ease of use, system flexibility, and performance. Key performance benchmarks include instrument ionization source capabilities, sensitivity, resolution, and accuracy.
