About this opportunity
The Department of the Navy Naval Supply Systems Command seeks a service-disabled veteran-owned small business to provide venue and lodging services for a three-day, two-night Marriage Enrichment Retreat for 43 military couples and Navy CREDO staff, with proposals due June 9, 2026.
Place of performance is Massachusetts, specifically Boston or Gloucester. The facility must be a 4-star or higher rated resort, hotel, boutique hotel, or inn located within 1.5 miles of either city. Primary target dates are August 7–9, 2026, with alternate dates of August 14–16, 2026. The venue must accommodate 43 participants in a maximum of 23 guest rooms with queen or king beds and provide a training/conference room for 43+ participants, a private dining room for 43+ participants, 24/7 on-site staff, recreational amenities (pool, hot tub, spa, or fitness center), an on-site full-service restaurant, complimentary Wi-Fi, an ADA-compliant elevator, and ice machines. Guest rooms must be accessible via indoor hallways only with appropriate security measures.
The contractor must provide five meals (dinner Day 1, breakfast and lunch Day 2, breakfast Day 3, and a Date Night dinner voucher), three snack services with healthy and sweet options, continuous beverage service during training hours, special dietary accommodations (vegetarian, vegan, gluten-free, non-pork), free parking for 23 vehicles, and $100 per couple in meal vouchers redeemable at 4- or 5-star restaurants. The contractor must secure facility reservation within 30 business days prior to the primary target date and submit a Banquet Event Order for approval five business days before the retreat. Prime contractors may secure venue, lodging, and food service through teaming or subcontracts with Contracting Officer approval. The NAICS code is 721110, Hotels. Evaluation uses a tradeoff process weighing technical acceptability (Acceptable/Unacceptable), past performance from up to two relevant contracts within five years, and price reasonableness, with non-price factors weighted significantly more than price. Payment is firm-fixed-price via DFAS Electronic Funds Transfer through the WAWF system.
