About this opportunity

The Defense Logistics Agency-Aberdeen, acting on behalf of the Army Integrated Logistics Supply Center, is conducting a market survey to identify sources capable of providing Universal Helmet Mount Assemblies (uHMA) under NSN 5855-01-680-8536. The uHMA serves as a critical component for mounting Enhanced Night Vision Goggle III (ENVG-III) and Enhanced Night Vision Goggle-Binocular (ENVG-B) systems to soldier helmets, providing both power supply and data transmission capabilities for these advanced night vision, thermal, and fusion imaging devices. The government is specifically seeking the Mount Viewer with part number 68700ECD01 from CAGE code 80063, though they note they do not currently possess the technical data package for this item. Interested suppliers must demonstrate manufacturing capabilities for night vision interfaces, possess appropriate security clearances, and have experience with failure analysis of image intensifiers. Responses to this market survey must be submitted to brandon.t.hepner.civ@army.mil by September 19, 2025, with evaluation focusing on manufacturers' technical expertise and production capacity.

This opportunity does not utilize any set-aside designations and remains open to all qualified contractors. The government has not identified any incumbent contractors or provided specific budget ranges for this procurement. The Army requires an estimated quantity of uHMAs over a five-year performance period, though the exact quantities are redacted from the public notice and marked as "XXXXX" in the documentation. The procurement falls under NAICS code 334419 for Other Electronic Component Manufacturing and PSC code 5855 for Night Vision Equipment. This market survey represents the preliminary phase of what will likely become a formal solicitation for a multi-year contract to support critical military night vision capabilities.

Requirements Description:

Sources sought to provide the government with the Mount Viewer, also referred to as the Universal Helmet Mount Assembly (uHMA), (NSN: 5855-01-680-8536).
